No. ElevenReader runs on the web, iPhone, iPad and Android, with a Chrome extension.

Speechify’s voice typing page says it’s free; its pricing table lists it under Premium. Check in the app.
Does Wisper Back read aloud offline?
No. Narration prepares the text online first, so it needs a connection. macOS Speak Selection works offline.
